No, this mod actually works with the complete edition along with fusionfix, but you need to delete dsound.dll since fusionfix already comes with dinput8.dll as it's own asiloader.
Then you need to update the CE compatibility patch from the LCPDFR link from this mod's description, because the version that's bundled in this mod package is bugged, so you'll crash to desktop if you load a savefile.
I tested this myself with my steam GTAIV CE version 1.2.0.59
Script mods work with the compatibility patch for all including the base game +TLAD & TBoGT after the compatibility patch was updated to ver 0.4
Currently I'm using the speedo mod by retarded_chiicken and the simple flashlight mod by TomGT234, and they work perfectly fine on GTAIV CE, including the DLC.
Note to make sure to put script mods ONLY in the scripts folder rather than plugins folder because from my experience, some mods won't work properly if placed inside fusionfix's plugins folder.
Only posting this because maybe it can help someone else.

@jcops18 i had it working after messing it up.
i forget what exact files are in this one cause ive downloaded this one and the one that liberty trainers nexus page takes you to without all the extra scripthooks but if this had advanced hookinit file then take that one.
i got it working with just the complete editionfix , scripthook and scripthookdotnet files.
oh and the dinput of course.
i got sloppy writing but just use the files i mentioned here.

Thats just a simple complete package wich the user can simple extract in to his gta iv directory so he doesn't have to search for all the single files in the internet.
Sadly i dont make ASI mods
I would love to create ASI mods, but i dont know any C/C++.

I imagine when you say Complete Edition this is referring to 1.2.0.30 and above right? It's a tad bit confusing since Complete Edition has been a thing for years (I even own a PS3 copy of one), also, if it IS for 1.2.0.30+, then why? What bonus do you get over something such as just 1.0.7.0?
Also...does this mean....ur gonna make...ASI mods...? :ASTONISHED: pls say yes
