If the choppers are being struck heres the reason:
1:If there are any obstacles on the way the choppers may stop moving but they start moving after the obstacle is removed.
2:If you create any adrenaline rush in the nearby pedestrians or cars (eg. shooting with a gun on them) the driver in the chopper to undergo the situation and start moving with a great speed which causes a high speed and here if there are any obstacles infront of the choppers then it may be unable to move.

wow great mod i tried once but it didn't work they were stuck on the road when appear (sorry for bad english)
