I rigg this skin from SFM/ Garrys Mod sometime ago, now im sharing this mod
To install just put in skin.img from skin selector or replace an existent skin ped from gta3.img using an img editor or modloader for an easy installation

somehow i came back, i honestly never got an idea of how this worked and the low information i gave, windows 8.1 computer with barely any changes since 2015, honestly i still tried and broke my gta about 5 times, all that on a older laptop, now i got this one but still honestly can't seem to do it right, i hate my life.

@Trongamer56 1° you have to install cleo 4 on your gta san andreas, you can download it here: https://cleo.li/
Second you have to install the mod Skin Selector or another mod called ModLoader for reeplace any ped from gta sa, here is the link of modloader:

and here for skin selector: http://hotmist.ddo.jp/cleomod/skin/index.html
If you want reeplace a model from the game this page maybe will help you, here is a list from all names and ID froms peds: https://wiki.sa-mp.com/wiki/Skins:All
if you want to have the skin without replacing you have to add in the skin.img from the skin selector with the tool program alci's img editor:, here is the link of the tool: https://www.gtagarage.com/mods/show.php?id=17269
