i had the same issue.
in fact i want to install this but it fails in several ways.
>gta SA new install,doesn't work somehow it crash at the start when trying to enter the menu (only fastman limit adjuster,silent patch,saveloader,cleo)
>other custom modded gta,error Model ID does not have colision loaded.
so i gave up (kinda weird i tried the same methods as when installing akihabara map,tokyo cityscape and so on and this one is the only one that gave me problems).
Not even my old gta customized has problems and that one uses sacky limit adjuster and i have more stuff added so kinda weird it doesn't work on brand new install.
This is how my old gta looks
>Akihabara Map,
>Akina touge
>Tokyo Cityscape.
>Naruto Konoha city map.
>Point blank hospital of fear.
>All cars customized of kanoon.
>All peds replaced by anime chars.
>Pain amegakure san fierro map
Works without issue.

Hello friend, good morning, I had the opportunity to get this mod directly from Kelorin Jo BTA, on this site. https://bowlroll.net/user/66671 properly converted to Blender, where I did the same thing in my GTA SA, I had no idea how to add it to the game map, but then I saw how you did it, gave it to me this idea, if you can stop by my channel, https://www.youtube.com/watch?v=HQG6pURlB4s

not loading
already follow your install, but the game stop working while loading
(i'm already use your set .ini)

the C1 Shuto Expressway is PERFECTLY run so smooth!!
but, the Kerorin Capital not load (click launcher/startgame/load save/stopworking while loading)
