GTA 4 saved games for the modern Complete Edition on PC are located in your documents folder, specifically: C:\Users\<Your Username>\Documents\Rockstar Games\GTA IV\Profiles\<Profile ID>\. For older, pre-update versions, saves were often located in %localappdata%\Rockstar Games\GTA IV\savegames\
